The EPA requirements were kind of a joke. For it to truly be a program to swap in more efficient vehicles, the standards should have been much higher. Some people were improving their gas mileage only 5 miles! That's ridiculous.
People that truly drive clunkers are typically poor. They don't have money to get a new car or a newer car with better gas mileage. So what we should have done was given these poor people an opportunity to get rid of their unreliable piece of shit vehicle by trading it in for a used car with better mileage of some varying degree. This would get some real POS vehicles off the streets, it would help out the poor families that can't afford reliable transportation, and in the end it would probably amount to the same amount of gas efficiency savings, while costing much less.
Although the administration of that would have been a pure nightmare.
