As in having them on only 20 different class C's would be pointless for me...

I can fulfill this order, and provide excellent 24/7 support as well. With respect to IP's, I can provide you the amount that you need, but only if you can provide per-domain justification for the IP's, and explain why they cannot simply be setup as apache vhosts sharing IP's. The reason I say this is because
ARIN requires it. The world is in short supply of ipv4 space, and any place you approach for such IP needs will be required to collect such justification for submission to ARIN.
