Here is a better question...
How come our government, that could find Saddam in a spider hole in the middle of nowhere not find a guy that has a huge entourage, constantly taunts us, and who has a lot of haters. Better yet, why can't we find him after we've captured so many of his top people?
How come people won't accept the "rouge employee" excuse in adult but will believe it when the most secret agency in the world pulls it. An agency known for deceiving citizens, nonetheless. An agency with a multi-billion dollar classified budget where Congress doesn't even know where they spend it.
