first and foremost I am aware that in both cases - Bin Laden/Taliban and Iraq - the US delivered the weapons and the CIA provided training in their wars against Russia and Iran.
just to have a couple of years later exactly those weapons pointed at their own soldiers.
nevertheless - i don't believe that a conspiracy of this size is possible without anyone involved saying a word - and it must have been at least hundreds of people involved to carry this out.
but: i can believe that some people knew what was going to happen and let it happen - just like it is said for Pearl Harbour
