The difference in traffic is based on how the advertisement/spam is setup in the chat. And the fact that a person is engaged, so keeping the chain going is easier, but that doesn't mean better.
The reason some programs don't take it is the fraud. Many, many, many fraud Webmasters use chat traffic to 'fake' that they really send traffic, so they can card the program.
And some chat traffic sending webmasters just straight up suck.. blow you out of the waters suck. And it's hard to find 'that one good' guy that will actually send to you over a major program that can out pay you.
