Yes they get tested regularly, but did you know that HIV can remain dormant for months... even years after infection?
To have a vaccine like this in the industry could be great!!!

Keeping people responsible would be nice, but if they haven't protected themselves thus far, I doubt they'd be lining up for the vaccine anyways?
