Lock it down to those that actually own copy-right material and those that are actively involved in the protection of it. If an applicant can't prove he/she/it own anything that is at risk - or provides a service to protect such content, let them sit outside till they can.
These are a few of the obvious candidates:
1: program owners
2: producers
3: talent
4: editors
5: people actively involved or that own services that protect content
To be honest - just being an affiliate, imo, is not in itself enough to qualify someone for this discussion - any more than just being a board member. After all, we all know how hard it is to sign up for the average program.
