B.) $10,000 is a drop in the bucket for a long term investment for a brandable domain name that's likely already a thriving business for him offline.
or
C.) This is a Chinese scammer with a fake check that picked the owner of youtailor.com to scam.

You know what, I stand corrected.
This is what he should do.
Give exactly no personal info or credit card numbers. Have the buyer deposit the 10 grand into your epassporte account or send you a check. Once the check clears, you transfer domain.
Nothing more and nothing less. Dont' be paying any appraisal fees or enrolling in any programs or paying any "SERVICE FEES".
This site could be worth millions. What do I know? Like I said pay for nothing make sure you get one full clump 10k payment right up front.
I don't think anyone will argue with this procedure who isn't in on something.
