In Melbourne City they have "clearways" which are a lane that can be parked in during off peak times, but during peak it is used solely for moving traffic. If your car is still sitting there 5 minutes after the clearway period starts (usually 3-4pm) it will have a flatbed tow truck in front of it in no time. Sucks if you get caught, but a blocked clearway lane DOES cause serious issues with traffic flow.
