I believe that link would still be good. Think of what would happen in real life ( without any SEO working for a site, buying or getting links etc ) you could not prevent people with small, or new sites from linking to you ( how could you? ) Imho having a % of pr0 links is healthy and makes the site look natural. G hates patterns and I think their algo is not a simple 100 pr4, 2000 pr2, 10000 pr1 ;) What gives a site authority is a combination of things.
I would watch for banned sites, etc, but shouldn´t be ultra strict about it either, to preserver the " natural " appearance of the site. Also when buying links one has to be able to poderate the potential, if it is a pr0 with lots of potential, I would pay good money for it, if it is just a flat pr0 no traffic, etc then it would be a different price and so on.
That is why it gets difficult to price links individually, you have to consider traffic, age, link pop, serp, pr, and am sure other things too.
