The refs do need to use a bit more judgement. It is often to stop your momentum in 2 steps before plowing someone, when having to see if they have the ball or just let it go. Same sort of goes to the poor kickers who still have it the worst in the game.
On other side teams do spend tens of millions per year on that one position. They are partial sitting ducks (unlike kicker who is). They are smaller and well getting hit as it is in the NFL is akin to a car crash at roughly what was it 30 mph. Few want to have these people injured, and as it is even the easier positions end up crippled for life shortly after retirement.
