Tips for finding quality hard link trades

How do you decide if a site is worthy of exchanging hardlinks with?

Assuming we completely ignore pagerank, what are some other good ways to quickly evaluate the quality of a backlink? I know to look for basic content quality and number of outbound links, but I'm looking for more things similar to google's link: operator and things like that.
