Do not have in writing, but my lawyer explained it like this: So long as the company you are deriving income from has no permanent establishment in thailand than you can legally work without a work-permit.
That being said, the other option you can do is set up a co. ltd. here, hire a few thais who won't actually work for you, and get a work permit. Monthly this will cost around 8000baht to maintain. This has many benefits (visas, etc) but it does put you on the radar.
