The Chewbacca outfit is a trick to conceal the Brooklyn gangster's face, so that he can sell $1,000,000 worth of crack on Halloween.
Also, if he gets stained with blood in the process of assasinating people on Halloween, everybody will think it's part of the costume. This makes it easier to kill.
