I'm not sure if you have misunderstood?
They can't cut off people based on only uploading to a filesharing account. At least something illegal/infringement must have been taken place.
I think placing more responsibility on the hosts instead will have more effect. Any website offering filesharing should be forced to self-regulation, and if they can't regulate (or ignore) infringements, then they are not capable of running a legal website, and should simply be shut down. They should also be forced to log all activity, for eventually further investigation.
