What you posted does like a bit like a Paella, though it appears more um Carribian or South American as plantains are not super used in Spain. Plus the one you posted has a very tiny almost laughable Paella pan, and it appears wet or soupy. When one of Paella's main factors - aside from size, and being cooked over a wood fire, is that the rice crisps up around the edges and bottom. Ya know = no liquid broth.
