Put healthcare in the hands of government and you at least can hold them accountable. It becomes an election issue, and they do something about it.
Best thing you could do is start a National health service for the people like just about every other civilized country enjoyes. Nothing fancy. Those who want to stick to the better private system can, but at least you get what should be a basic human right for everyone.
