For those of you who have not seen this recommendation to the ICANN board:

It basically says that a domain owner has the option to transfer their domain to any registrar they wish. And that because certain registrars like Verisign can not verify with the admin contact that a transfer is valid or not, they do not have the right to deny the transfer to the new registrar.
If this does become adopted Friday morning at the ICANN meeting, you can expect Verisign to start losing thousands of domains a day once the new system is implemented.
