I think it's only cell phones in the states that are insecure, cos it's all on the old AMPs system, but here in Australia, and in Europe, where the cell phones use CDMA / GSM, messages are encrypted using algorithms / keys that are never actually transmitted accross the network, thus the security offered by cell phones is better than land lines!
Having said that, all calls & pictures send via the network must pass through a whole lot of technology, and there are goverment laws & regulations (here in Australia, and probably the world) that specify the government has powers to listen/record any phone conversations / msgs, if they've got the right warrents.
So as a summary answer, in the USofA, your cell phones are not very secure, in the rest of the world we're a fair bit more secure, however realistically the government has powers to do what they want!
