Every single crime in this country is punishable by jail time if you don't pay your fine or fulfill your sentence. You can go to jail for not wearing your seat belt or watering your lawn during restricted times if you don't pay your fine.

Your title says if you don't buy insurance, you go to jail. That is not true. You only go to jail if you commit tax evasion which is another crime. You are the one intentionally obfuscating the issue by leaving an extremely important fact out of your initial statement.
