If you cloak, using another dedicated domain instead, like domain.com/archive/18magazine/join/ and place that link on your index (which is not same domain) , then google will eventually only penalize domain.com and not your index domain. It's the same logic if google penalized ccbill.com or something; they will penalize ccbill.com, but not those linking to ccbill.com.

I think you misunderstand me still. /join/ on the pages is the cloak, but they don't have to use that...
