My vote on the picture is that the picture is actually a captured screen shoot taken from a movie. I would figure the movie was shot on 8mm film using an old camera. They then got a reasonably close looking male actor and some women. Dressed them up for the film and made a movie. They may even would have shot it at a slightly slower rate than they could have to give it a jerky feel.
Then they probably captured the film once before adding it again to an electronic form. This would help it degrade a bit more in the process and then presto. They have some lame ass Hitler sex tape that they could push on the net via some circles.
At leasts thats what I would do if I done it.
