How sponsors count traffic varies so widely that the statements would be pretty much useless. Some count raws. Some uniques. Some count "qualified" clicks. Some join page traffic. Some fudge the numbers all together. Other factors are if a program uses x-sales and/or doesn't count the traffic for type-in sales that will lower their ratio as well.
Then you can start to factor the difference between the different traffic types (not to mention if the traffic is niche specific): members area, SE, blog, splog, freesties, unique gallery, tgp, mgp, tube, whatever.
Affiliates should really take a look at the site(s) they're promoting.
