i speak from expirience in dealing with designers and tech people for more than a decade - if you're good, real good with graphics you could give two shits about coding stuff simply because your work is in demand as it is. if you are good coder - you could care less about graphics stuff.
there are people who may know both - i don't deny that. but from experience guys that service both are semi-good in both fields or at least one - that is why they trying to provide everything that may pay some $$$ on the way. but its always good if one knows a little bit of other outside of his/her specific specialty. and again i don't deny that there maybe geniuses who are best at everything they touch and do, but most are just mediocre and never propel at anything.
with all that said if someone wants quality results and service one must employ people specifically specializing in their own fields - be it graphics, coding or anything else; or hire a firm who provides all required services altogether.
