Lawyers, judges, cops, the governments alike make their living off of people doing "crimes" By him turning in that weapon he's taking a perfectly good weapon off the street which could have been used in a crime for them to prosecute. And those jury members can't wait for someone to come and kick in their doors wielding a weapon ready to rob, rape and kill them. A lot of the rest of the populace would probably just shrug their shoulders if they found out it was the cops who did it.
