You're talking about 2 different things. Sales are a direct reflection of the tour. Unless the traffic is coming from a review/detailed blog entry the hotness of the tour is what will get people in. Rebills can only occur after they get in the door.
Personally my sites have always sold better at full price than on trials, but there's plenty of programs that make a good living off trials.
Keep in mind getting a trial/low price sale isn't necessarily to get the person in the door to enjoy the content, then hope for a rebill. Some use trials to obtain a working credit card numbers and charge for as many purchases as possible.
Without seeing what you're talking about it's hard to say either way
