Think about this.
What if you were, say, the most powerful country on Earth, and it had been that way for some time, and you liked it that way. But, there was the threat that the Chinese could finally awaken from their communist slumber and become industrialised and take over the number one spot.
How could you prevent this? War? No, they might win.
How about persuading them that if they continue to industrialise at the rate they are, they will destroy the planet. That might slow them down long enough for you to figure out a way to compete.
