Yeah I agree. I took a look at your affiliate program and it's REALLY thin on the ground at the moment - 8 banners and 11 FHGs and that's all you offer. You also only mention once in small text on the webmasters home page what it is that you are offering. I would do the following:-
1. Make a bigger graphic for the webmasters home page showing that webmasters get "50% lifetime revenue share".
2. Add lots more Free Hosted Galleries - 11 isn't enough, add another zero on the end and you're getting closer. Remember, most affiliates who want FHGs will probably be running their own TGP / MGP sites and these guys can't be bothered adding a few galleries here and there. They want to be able to link dump hundreds at a time into their TGP software. So create loads more FHG galleries and then MAKE SURE you give them access to a text file with a format such as: No. Of Thumbs|Format|Sponsor|Gallery URL|Description
So an example of this would be:-

3. Add in other promo tools. With blogs being such a HUGE thing right now you would be wise to provide a morphing RSS feed and other things like Peels, Half Page Ads, Flash movies, etc . . would be useful as well.
4. Coming back to your paysite (because affiliates will look at this first to see if they think it is something they can sell). . . I would make it clearer what you are offering. Do these girls have sex in your members area or do they just strip off? If they DO give blowjobs, fuck, etc . . I would make far more of it on your home page as hardcore stuff sells better than a girl simply stripping off.
Getting affiliates is a bit like Kevin Costner in Field Of Dreams . . "If You Build It, They Will Come". In other words, you have to have a great paysite that will sell easily, combined with an affiliate program which rewards the affiliate and gives them plenty of tools to sell it with. You can't try and recruit affiliates until the above is in place . . no matter how desperately you may need them.
Put the above into action and I am sure you will see affiliates starting to notice you more. Good luck buddy
