You pay someone and nothing gets done, when to post?

Lets say you pay someone to do some things for your company.
You make agreements, and nothing gets done.
They were paid half upfront, to be paid the other half upon completion.

You send emails, icq messages and even tried to call on the provided phone numbers.
They don't answer any of your attempts to just get the work promised done.

The worst part about it is , this is all stuff I could have easily done myself and not very complicated or even that tedious. (but who cares if it is, you were paid and agreed upon the work that was to be done)

NOTHING has been done.

So, GFY'ers when is it appropriate to call this person out on the boards and let people know that you have been ripped off so that they don't do it to others?
