Its all smoke and mirrors.
This badly educated guy set out to try and profit by buying the name IBILL. He was in a management position when the Web 900 fiasco went down, yet he lies to people saying he was not at IBILL when the trouble started ? What was Web 900 then a trial run ? Other companies like Segpay are run by ex IBALLS management /employees, but at least they had some marketing prowess and came up with a totally new name.

I mean come on, are you seriously going to trust a company run by someone who thinks it's a great idea to use the old IBILL name? That action alone says it all
