Unfortunately there is absolutely no way to ensure 100% uptime if you host in the same datacenter.
There are cheaper solutions, but 100% uptime is impossible to guarantee because if the entire datacenter blows due to a generator explosion (already happened once to us) you will have downtime.
100% absolute uptime may not be possible, but many hosts "guarantee" that with an SLA.

Of course if it's a serious outage (several hours) then getting a 100% discount on your next bill isn't really much compensation.
