Japanese culture is one of subtlety. Nothing bad will happen to you if you try your hand at shooting porn out there. It's just that you'll never get anything off the ground. Everyone will be super nice to you. But nothing will actually happen. In the West we are used to "getting things done" when we want. But over there, one needs the consensus of many to be able to go forwards, and then only very slowly. Because Japanese hate any sort of conflict, you'll never get a difinitive Yes or No.....as that might cause conflict. The "group" is more important than the "individual". Most Westerner don't have a clue. Things work by recommendation, so without long term contacts, you will never have the possibility of putting your wants and needs to those who can make it happen.
I had a photo studio in Akasaka for over 5 years, but shooting mainly beauty, food and still-life. I got an agent (who himself had an agent!). As a very lucrative side project we ran "nude" photo classes for Japanese amateur photographers using European dancers as models. So you think, cool, I have the studio, and the models, lets make some cash. But no....you can't find any way to advertise. No magazine will touch your ad. And it's nothing to do with how much $ you offer. No, they have other Japanese studios doing the same, and you are the new boy. So no go. Luckily, through contacts in the other magazines, they were able to make the right introductions...30 peeps a day paying $600 each every second Sunday! Fun days.
