That doesn't trump anything. It's a fine, replace it, or nothing happens because it wasn't damaged. It isn't a cause for investigation.
They are asking for an Interview, which means they have a statement.
Asking you for an Interview and telling you to show up for questioning... is a bit different.
He wasn't DUI, they would be assuming and he would easily beat it. This is why they want the medical records, so they can fish for something to charge them each on.
They shouldn't respond until a Lawyer tells them to do so.
