Not to turn this into a political thread, but the Bush Express was responsible for that. The Republican party, really. They traditionally take a very hands off approach to how people run their businesses, and companies on the fringe get away with a lot when Republicans are in power.

The Democrats are consumer friendly. The Repubicans are business friendly, but this includes businesses skirting the law.
