It's a satellite mounted laser to audio omnipresent PA system.
I assume it's microwave, heats the air in modulated pulses at accoustic frequencies.
It wouldn't be so bad, hearing abuse all day, but they also read your mind from space and PLAY IT BACK AT YOU, so your mind is constantly drained, anyone in hearing range can ask you a question and you are FORCED to reply, honestly. Like Jim Carey said "I CANNOT LIE". It's real technology, been around for decades, surprised no university has duplicated the device.
