Moe that article is really misleading. Like seeric just said.. you can do this with any website or mobile site by clicking on the + button in your iphone browser and telling it to add the sites icon/bookmark to your phones home screen. No apple app billing.. you're just looking at a mobile site on your phone and have to use your credit card to buy.
