What if you were to payout the commission that is owed, but then follow it up with a note that due to your current (or revised) terms of service, that you will no longer payout on PPC? Wouldn't this end the problem, end this thread, make it easier going forward, and hopefully save what seems to be a good affiliate?
Also, I have a question for you (and everyone else). What is so wrong with PPC anyway? I can see where it may diminish your own ranking on SE's if an affiliate was using "your" keywords in this way, but at the same time, you would have to admit that the guy knows what he's doing, and Thank God he's doing this for you and not your competitor. Shouldn't he be rewarded for this? Of course, it might be cheaper to do what he is doing yourself, but you're not, and he is. And, there's no risk to you because he only gets paid on commission.
I'm not choosing sides, I'm just letting you know this is the way I see it. Despite the name calling, this is an interesting thread that people can learn from.
