A Philadelphia judge stomped out the possibility of Richard
"The Foot-Fetish Bandit" Casey's committing more crimes against women when she sentenced him to 57 to 114 years in state prison yesterday.
"Mr. Richard Casey is an extreme danger to society, especially to women," Common Pleas Court Judge Joan A. Brown said during the sentencing hearing, attended by two of Casey's six victims.
"
These crimes are not just despicable and horrendous, but I believe each victim deserves some type of closure," the judge added, before handing down the sentence. Casey, 50, a father of two from West Philadelphia, declined to address the court.
His crime rampage, from November 2006 to January 2007, during which he used a gun and verbal threats to rob and sexually molest his victims, was described in graphic detail by Assistant District Attorney Mark Cipolletti.
During the attacks in different parts of the city,
Casey also ordered his victims to remove their footwear before he licked and sucked their toes and feet.
Yesterday, one of the victims spoke about the ordeal.
"The decision I made to walk a block and a half to my home does not warrant someone to terrorize me," she said, weeping. "I never felt so alone and afraid in my entire life."
Outside court yesterday, Cipolletti said that Casey "violated not only them as individuals on the street by taking money from them; he violated their bodies, he violated them in the worst way anyone ever could."
Defense attorney Francis Carmen had argued unsuccessfully that Casey should be sentenced to 10 to 20 years because he had pleaded guilty to the attacks in March, sparing the victims the trauma of testifying at trial.
Cipolletti noted that Casey, who suffers from antisocial personality disorder and a sexual disorder known as paraphilia, had been linked to the crimes by DNA that matched samples on file from his conviction in a 1992 knifepoint robbery.
Casey has 19 arrests, nine of them when he was a juvenile, Cipolletti said."
