I should add to this that in this thread he said he doesn't allow ppc at all, even though it's not in his tos, his argument is because it ISN'T in his tos it is not allowed.
I dont think any program would seize someones money because they used adwords even though it isn't stated anywhere in the tos. Thats pretty insane. Its basically like saying , we wont pay you because you had a picture of a monkey on your page and our tos doesnt say we accept sales from pages that have a picture of a money on it.
