It's pure and simple the fact he was a "person of trust" and/or "authoritative figure". Which most states have worded into their age of consent laws.

Actually in my state anyone that has sex with a 16 or 17 year old that is 4 years or older than them can be charged with statutory rape whether the 16/17 year old consented or not.
