Basically, they inform us that they need to know everything about us in order to prevent them from accidentally wrongly using information against us. "We can make mistakes, so we need more power." What they conveniently fail to mention is that more power leads to the possibility of larger consequences when that power is abused.
In a sense, it even implies a threat: if you don't give up all your privacy, you might just become the victim of miscarriages of justice.
