CCBill just counts hits. Period. No more no less, you see exactly what you're sending.
Other sites, can set their ratio to track first page, second page, join page, uniques, non uniques, etc etc the list goes on. It's all a marketing ploy because they want you to think you're doing better with them over another program.
Program A, you send 10,000 hits and make 10 sales. They use CCBill, you have a ratio of 10:10000 (or 1:1000)
Program B, you send 10,000 hits and make 5 sales. They use another system, and count join only hits. You have a ration of 5:1500 (or 1:300).
Does it make sense now?
