I take it you're using TGPX. The basic idea of partner accounts is to let other people submit galleries to your database. The account can be paid (for example, $49.95, 3 thumbs a day allowed) or the partner account can be free (for example, 1 thumb a day, reciprocal required) You'll gain profit out of both ways, either you'll get paid to let them post their own galleries, or either you get a new backlink to your website per submitted gallery. This is good in terms of search engines and page rank.
Positioning the partner thumbs isn't hard at all, if you're an advanced TGPX user you'll know the templating system allows you 2 types of thumbs

For example --> display submitted thumbs for a maximum of 3 days

Basicly, submitted means the thumbs from your partners, permanent are your own. So in short: "What is the point of partner accounts?" Answer: "Either money, or free backlinks" Ofcourse, you can also decide to never sell any spots on your TGP, never allow any submission of thumbs from anyone but your own, and then you absolutely never have to worry about the "Partner Account" option in TGPX. Just be sure to stick in the template to type=permanent rather than type=submitted if you do not wish to allow submissions
