The button works fine. When you hit it from the home page you'll see this message:
"Please navigate to the category and sub category that you want to add a link for and then select the "Submit a Link" from the menu"
To avoid a lot of peoople trying to circumvent the system and place their links in the main categories ahead of others, you can only place your link in the appropriate niche category.
