Don't go for the cheapest quote when it comes to tour design. Also give the raw images to the design and give them as much information as possible such as text to use, models to use on certain pages, look and feel (with examples if possible) of what you are trying to achieve. It will save you much time in the long run...

With that said you also don't need to spend stupid money like over $1500 for a basic three page design.
