Does the bank normally refund these transactions when ATM cards are involved? I know they do for credit cards, but was wondering if it was different with ATM's since cash is involved.

It would be hard to tell weather it was skimmed or not, and yes they usually refund you the money, and if it was a ATM debit card they might give you a hard time. This is why I tell all my banks........don't send me or my wife an ATM debit card...we only want the regular banking ATM card. If someone gets your debit card number they can use that number to steal your money very easy.
Also whenever you go to an ATM or to a bank that asks you to punch in your pin number...cover they keypad with your other hand. If you look up at the ceiling you will notice the survalience cameras.
