Yemen was not named as part of the "Outposts of Tyranny".
But then again, why would it? It's not popped up on that many radars. It did have some terrorist activities on its land in the past. But then again, Britain had that. And Spain. Many others too, so it's just another country that's had some terrorists active within its borders.
It's not even linked to State terrorism, nor State-sponsored terrorism (unlike the US and the UK).
Yet, because it has some internal instability problems with tribal rebellions and stuff, Clinton decides to speak out and tell the "
Yemeni government had to take measures to restore stability or risk losing Western support."
The US closed its embassy in Yemen, the UK did the same on the same day. The new US puppet-wannabe, France has just done the same.
