"a factor" is still just "a factor" - one could argue there are over 1000 "factors... but the fact remains that less then 10 comprise 90% or more of whats going to determine how you rank for a given phrase.
load times will never be in the top 10 for sure and its certain to only affect sites that are providing a horrible user experience with unruly load times. relevant results and how fast the site loads are only sparsely related. further, its only an issue for users and user experience, not keyword relevance. its not going to happen that you search for "camel pictures" and find that the best result for "camel pictures" will drop from number 1, to number 20 simply because other "camel pictures " sites that are worse results for that phrase load several milliseconds faster.
