It's the fact that Leno was sucking in his new time slot and the affiliate stations were complaining about losing around 30% of their viewership as a lead-in to their nightly local news broadcasts.
While Leno was cheaper for them to produce than dramas, he apparently can't bring in enough viewers as compared to the more expensive dramas they used to play in that time slot.

Thing about those dramas is they bring you back every week to watch what happens next. If you miss a night of Leno, no big deal.
Plus, 10 o'clock is a prime time spot. You can find decent things to watch on each of the network channels and also many of the cable channels. TNT, TBS, FX... they all carry their own shows now.
