This is all actually Conan's fault to begin with. Not sure how many people know what went down but it was like this. 6 years ago when Conan's contract with NBC was up, ABC was going to throw a bunch of money at him to take over for Jimmy Kimmel who's ratings were crap after his first 6 months. Conan told NBC if he stayed, he wanted to take over as host of the Tonight Show. NBC said he could take over in 2009, probably figuring Leno would be ready to retire by then anyways, so Conan stayed.
When 2009 was coming up, Leno become pretty hostile towards NBC. Even blasting them in his monologue almost nightly, pissed that he was being pushed out of his job. Fearing Leno might jump ship to Fox, NBC sold him on the idea of his own show at 10pm (and who knows what else) and he took it. So basically it was Conan's doing. NBC's ratings for Leno on the Tonight Show were great and he had been number 1 in his time slot for years. You dont just toss that aside for a new guy, but they did to keep Conan on NBC.
